It is exactly the same your error message.
we solve this problem by restore our PC to the earliest date(point) when the GC was working without this problem.
because when restore PC you revert your device settings to an earlier point in time to fix the problem without losing your files.
Are you able to ping IP address to your GC ? if not you should check IP for PC and GC.

What revision of OpenLab ChemStation are you running?
That error message in my experience is always indicative of a corrupt user.config file. Are you sure that you renamed the user.config for the correct user? In Win7 the file should be found at:
c:\users\<logged on user>\appdata\local\agilent_technologies\chemmain.exe_url_xyz\2.0.0.0\user.config
ryoboyle yes the current user is QA. here is what we are currently looking at. dont know which version of chemstation. do you know how i would find out? thanks!
You can determine the software revision by running the Software Verification Tool (might also be called the Installation Qualification Tool depending on the version).
If deleting the user.config file did not work, then the next thing to try would be to reset the instrument's configuration files as outlined below:
To solve this issue you must rename/delete the following files one after the other.
Check after each step whether the problem is solved.
You’ll find them all in
“Chem32/InstNo/”
or in case it is ChemStation C.01.08 or higher in
“Program Data/Agilent Technologies/ChemStation/InstNo”
