A paper written by John Rhoads expalins greater sensitivity for Tween 80 detection is to set detector at max plot. what is this?

From my hardware point-of-view, this is nothing I came across yet. To my knowledge "Max Plot" is a feature used in certain CDS´es. If I remember correctly there was an addon macro available in Chemstation.
In the document it says "A max plot chromatogram is generated by plotting the maximum spectral absorbance measured at each time point. A max plot chromatogram allows one to see all the chromatographic peaks in a sample regardless of λmax (the wavelength at maximum absorbance)."
