Qualitative it's possible on TCD but quantitative it's difficult..
I would use Karl Fischer titrator, or get one.

Karl-Fischer is definitely the best way for a water quantification. If you still want to do it with GC you need a PLOT column, esp. CP-PoraPLOT U - that's the best (only) column which gives you a nearly perfect peak shape for water. Check out these application notes:
