Hi, i have some problems in understanding your explanation. You mean, if the PC shuts down, you see the LEDs from the CD-ROM and the Power Button flashing?

Is the PC connected to the internet (or intranet), which means, are there updates possibly installed? 

Maybe the "Maintenance and Service Guide" from HP gives you some more insides.

there are so many possibilities, that i can´t point you on "the one" thats solves your problem. Did you have a look into the manual, which i linked? At page 59ff the error codes are listed. These codes are presented by the power led. 

If you are able to boot into windows, i highly recommend to backup all the relevant data to an external drive. Then i would check for any updates, especially the bios. HP provides a tool for this.
