power failure error

We have an agilent 1200 series LC-MS which is displaying a power failure error this morning.  The chemstation control panel in the software is showing everything in red but all of the hardware appears to have a green light on.  When I searched the power failure error in chem station help it says to check the GPIB and CAN cables, what does this mean?

    It seems that the connection between the PC and the LC Stack is not established that may be because of :

    1.bad network switch port (try to use other port ) or change the network switch.

             OR

    2.LAN cable between the LC stack and the switch is corrupted (Try to change the LAN cable )

                 OR

    3.we need to re do power off and on and then try to re configure the system
