1260 infinity blockage in injection valve area.

capillaries have been checked. replaced rotor seal. is it possible to replace a rotor seal incorrectly? doesn't seem like it's possible. capillary from injector to analytical head is disconnected at port 2. I should be getting fluid coming out of the empty port 2 position, but nothing comes out, and the pressure keeps increasing. If it's not the rotor seal? what else?

Yes, it is possible, if you put it in the other way around i.e with grooves facing the instrument instead of you.

Yes, it is possible if the port on the stator is blocked. You can use a torch and check whether the same bright light comes from port 2 and other ports. You can either try to clean with compressed air or you might need to replace the stator.
