Yes the ELSD can be connected after the RID. The ELSD is a destructive detector, so you would not be able to have the RID after the ELSD.

Check the back pressure rating on the RID flow cell and be careful not to exceed it. These cells are extremely sensitive and prone to break.
I'd be extremely careful. In theory it might work, but the backpressure limit of the RID quartz cell is 5 bar only. There's no suitable pressure relief valve available. If the cell cracks, the entire optical unit needs to be replaced.
