I have difficulties to understand your question, but the wire is a grounding cable to prevent arcing, which could break the cell.
No, it's just a connector, made from different material.

I meant this channel has a dark formation on both sides. Is it liquid inside or dark glass? why is it like that?

There is no liquid going to the side of the flow cell. The liquid stays in the middle and in the stainless steel capillary. On each side are just connectors.
It should be noted that the cell isn't designed to be opened and there are no serviceable parts inside (even for a field engineer). The fused silica is extremely fragile! I wouldn't ever recommend opening a functional cell of this design.
