New install or upgrade? Typically, when the software install gets stuck in caching, it is an issue with the downloaded media or root certificates. Update the root certificates on your computer or download the media again if it has not been used successfully.
In my experience, Chemstation and CDS do not like to co-exist. You likely need to uninstall Chemstation and remove all the registry entries for it also. It may be easier to start with a fresh computer that has not previously had Chemstation installed on it.
