We are having a problem with the permissions of the same group of users.
User 1: In Data Analysis an analyst can add integration events directly to the chromatograms as well as move them.
User 2: They can only add integration events from the Processing Method/Integration Event Chemstation table.
How could we act so that all users can perform the integration as user 1?

That is not a permission issue it is a data analysis user preference setting. You need to have edit timed events selected in the integrator events tab under the chromatogram properties dialog.
