Openlab CDS 2.2 Windows 10 1903

Has anyone had any issues installing Openlab CDS 2.2 on Windows 10 1903 Enterprise with .net 4.8? I can't seem to get the Shared Service module to install, it keeps failing with the error "Upgrading from V1 to V1.1 step has failed"

    There is a known issue when installing any OpenLab application on Win10 1903, but luckily there is a solution documented in the below service note:

    Summary:
    This Service Note supersedes: OpenLAB CDS General-048, Agilent OpenLab product not compatible with Windows 10 version 1903.
     
    This Service Note and QA testing only applies to the OpenLAB CDS core products listed below.
     
    Windows 10 version 1903 and current Security Updates were tested with...
    Agilent OpenLab CDS EZChrom Edition A.04.09,
    Agilent OpenLab CDS ChemStation Edition C.01.09,
    Agilent OpenLab CDS 2.4,
    Agilent OpenLab ECM 3.6 Web Client. 
     
    Windows 10 update to version 1903 with a pre-existing Agilent OpenLab CDS product has no negative effect. A new install of Agilent OpenLab CDS product on Windows 10 version 1903 could require a minor preparation.
     
    If there is no urgent or compelling reason to update Windows 10 to version 1903, we recommend to delay the Feature Update until the Agilent Original Bundle PC is supported on version 1903. This is the point in which all associated software and components have passed compatibility testing.

    Situation:
    Windows Communication Foundation (WCF) leverages Net.TCP Port Sharing Service to facilitate the sharing of TCP ports. This Net.TCP Port Sharing Service must be enabled in order to install the Agilent OpenLab CDS Suite listed above. By default, the Net.TCP Port Sharing Service is not enabled for security reasons.
     
    If on a new Windows 10 version 1903 the Net.TCP Port Sharing and TCP Activation features are not installed, see the solution section below to install the features, before starting the Master Installer.
     
    Solution/Action:
    For a new install of Agilent OpenLab CDS on Windows 10 version 1903, if the Net.TCP Port Sharing Service is not enabled and running.
     
    Option #1
    1. Open Windows PowerShell (Admin)
    2. Execute the two commands below, one at a time.
    a. The first command installs features Net.TCP Port Sharing and TCP Activation and enables the  Net.TCP Port Sharing Service. Wait a few minutes to complete.
    b. The second command sets the startup type to Automatic on Net.TCP Port Sharing Service.
    PS C:\WINDOWS\system32>Enable-WindowsOptionalFeature -online -All -FeatureName WCF-TCP-Activation45
    PS C:\WINDOWS\system32>Set-Service NetTcpPortSharing -StartupType Automatic
     
    Option #2
    1. Go to Programs and Features>Turn Windows features on or off>NET Framework 4.7 Advanced Services>WCF Services
    check both
    TCP Activation
    TCP Port Sharing
    Press OK
    2. Manually open the Services panel in Windows 10.
    3. Locate the "Net.TCP Port Sharing Service"
    4. Select properties, enable the service and set the startup type to Automatic.
