The error that you are seeing is indicating that the alfresco tomcat service (which is a component of the Content Management portion of the software) is not starting. This could be for a number of reasons.
Alresco tomcat requires an active network connection so if you are not connected to the internet, an instrument, etc... then that might be the problem. You can always install a Microsoft loopback adapter.
Alfresco tomcat also uses TCP port 80, so if another application is using port 80 or if that port is being blocked by a firewall then that could also be a problem.
Since this is a reinstall, there is also a very real chance that the previous installation was not completely removed and is interfering with your current installation attempt. Another option would be to reimage the PC and start from scratch.
