V70 turbo controller flickering screen

Hello, 
 
 I have a V70 turbo pump controller that, when powered on (the screen lights up), takes about 20 seconds to display the startup menu. However, when I attempt to start the turbo, it doesn't activate, and the startup menu begins to flicker. 
 I suspect that a faulty electrolytic capacitor might be the issue. However, before desoldering and testing it, I wanted to ask if there's anything else I can try to resolve the problem.

The internal schematics of the turbo pump controllers are Agilent proprietary for IP and safety reasons. There are no field electronic diagnostics for these. All controller repairs through Agilent are done at the factory repair facility in Italy. Agilent still repairs some of the older turbo controllers like the V70. It depends on the model number.
