I would kindly advise you to reach out to your local CustomerCare team (Ardalan is a local customer of ours in the Netherlands, whom I've helped install his instruments).
You can email your local CustomerCare team (customercare_yourcountry@agilent.com). If you explain to them the situation and add the .lic file they can help you reactivate it. Also I should remind you that this is an open forum and everyone can copy your product key - I would remove that from your post asap.
Last but not least; you are working with a Cary 50, which is not supported (thus not tested) on any Windows10/11 OS and related WinUV revision. So there might be other factors impacting your situation as well.
