Computer is now swap bound

We have 4 MS machines in our environment which claim that they are running out of memory, and are now swap bound, despite having the physical memory for running a MS on each. I had attempted to adjust the pagefile size on each of the machines per the article here, however, the problem persists and is potentially due for an updated investigation because of the following discerning factors:

1. When a job is running, physical memory utilization does not exceed 60%

2. The workstation pagefiles have been adjusted as recommended in the post mentioned to a relatively obscene amount and the problem does not abate

3. The workstations do not have fragmentation occurring due to utilizing SSDs

System specs:

OS: Windows 10 x64

Physical RAM: 16GB

Page File Space 7.61GB (This was manually adjusted to 16GBs and the problem still occurred)

SSD: 128GB (50% free)

CPU: Intel(R) Xeon(R) CPU E3-1225 v3 @ 3.20GHz, 3201 Mhz, 4 Core(s), 4 Logical Processor(s)
