Don't know the model of the QUAT pump but based on your description, it would appear your pressure sensor is bad. It should read 0 at no flow and of course increase as you turn the flow on. The other possibility is the main board but since those fail so rarely, I would go after the pressure sensor first.

Thanks abasdeo, sounds the issue which i am also suspicious to. I do not know the QUAT pump model from appearance (G1311A), there is a number shown at small part near the valve: 0491-0131. IF THERE IS A PROBLEM WITH THE PUMP PRESSURE SENSOR, is it easy to fix or replace it? Thanks,
If the pump model is G1311A, then the damper and pressure sensor is housed in the same part. You will need to remove the cover to replace that part.
