We had to change the domain of our ECM server and after doing that the ECM server is not allowing the domain Administrator to login to the ECM Classic Client.

You have discovered firsthand that a domain change of ECM has several steps. I suspect that several of the ECM services and configuration are attempting to use an old domain account which is no longer available in the new domain. I'd suggest you open a support ticket with the Agilent team. They can quickly survey your system and help you get the system back up.
