That tube is the exhaust for an engineered bleed. The bleed improves lower pressure control while minimizing gas flow. In order to work effectively, the red cap should be removed. In the data system there will be a field for the PSD purge flow. To start, set this flow to 3mL/min.

is there a range from minimum to maximum regulation flow?
The range should appear if you hover over the field in your data system. The range is typically 0-30mL/min, if memory serves. I haven't seen any need to run more than 5mL/min, so I would encourage flowing as little helium (or carrier of choice) as needed.
